Canadian Representative for manufacturers in Austria
Austria is better placed for Canadian certification than its size suggests: TÜV Austria GmbH appears on both of ISED's lists — as a recognized certification body and as a recognized test laboratory — so an Austrian manufacturer can test and certify for Canada through one domestic organization. What that does not change is RSP-100 section 4.1: an applicant whose company address is outside Canada appoints a Canadian Representative, and the certification body asks for the letter before it issues the IC number.
How certification runs from Austria
Under the Canada–European Community mutual recognition agreement, a recognized Austrian body can issue the ISED certificate on test data from a recognized laboratory. ISED's recognized certification body list currently carries one Austrian entry, TÜV Austria GmbH in Vienna, with a broad scope covering licence-exempt devices, licensed personal mobile, general mobile and fixed, maritime and aviation, and fixed microwave services, plus hearing aid compatibility. Its recognized laboratory list carries one Austrian entry as well, also TÜV Austria.
Having both halves in one organization is unusual, and it is the practical advantage worth knowing: the testing and the certificate sit under one roof, in your own jurisdiction and working calendar, rather than being split across two countries.
The alternative, as everywhere, is to let the North American certification body already handling your FCC file issue the ISED certificate from the same measurements. For a manufacturer whose US programme is live, that is often shortest.
Check ISED's current lists before planning around either. Recognitions carry expiry dates and are renewed on a rolling basis, so what matters is the status today rather than last year's list.
Canadian Representative versus the RED authorised representative
Austrian regulatory departments administer the Radio Equipment Directive's Article 11 authorised representative as routine work, and the roles look similar from a distance. They are not. The RED representative holds the EU declaration of conformity and technical documentation and answers to EU market surveillance authorities. The ISED Canadian Representative answers ISED enquiries about one specific certification and provides audit samples at no charge to ISED, from an address in Canada, and holds no part of your technical file.

Practical notes
Entity naming. Use the registered legal form exactly — GmbH, AG, GmbH & Co KG — matching the CB's application and the Firmenbuch extract. Inconsistent abbreviation between the two is a common cause of returns.
Before you print. Canadian labelling is where an Austrian file adapted from a German or FCC one tends to slip. The manual's required notices must appear in English and in French under RSS-Gen section 9.3.1 — the German version does not satisfy it. Run nine checks before you print, or have us run them: label and manual review, US$249 per IC certification number.
Fee and timing. US$499 per certified product, paid once, for as long as the product is offered on the Canadian market. No renewal date, no second invoice, revisions free with no time limit. Card through Stripe clears immediately; wires from Austrian banks arrive in one to two banking days. We invoice in US dollars. Vienna is six hours ahead of Ottawa, so a morning order in Austria is normally issued by the Austrian afternoon.

Can we test and certify for Canada entirely in Austria?
On ISED's current lists, yes. TÜV Austria GmbH appears as a recognized certification body and as a recognized test laboratory. Confirm both recognitions are still current before you build a schedule on it.
Our certification body is Austrian. Do we still need a Canadian Representative?
Yes. Recognition under the Canada–EU MRA is what lets an Austrian body issue the certificate. Section 4.1 turns on the applicant's company address, not the certification body's.
Do the manual notices have to be in French as well as German?
For Canada, the notices and information to the user must be in English and in French under RSS-Gen section 9.3.1. German does not substitute for either.
Is our EU authorised representative enough?
No. Different role, different jurisdiction, different documents. You need the Canadian Representative as well.
Does a permissive change need a new letter?
No. Models added under an existing IC certification number remain covered. A new IC number is a new certification and needs a new letter.
