Korean manufacturers need a Canadian Representative under RSP-100 section 4.1 because the applicant is outside Canada. Korea has one of the strongest domestic testing positions of any market outside North America — ISED recognizes a substantial number of Korean wireless device testing laboratories — but the certificate itself is issued by a body on ISED's recognized list, which today means North America, Europe or Singapore. Korea's profile of very large product families, module makers and automotive tier-one suppliers shapes how the letters are structured.
How certification usually runs from Korea
Testing is done at ISED-recognized Korean laboratories, and Korea is well served here: recognized Korean labs are among the largest national groups on ISED's list outside the United States, which is why Korean manufacturers rarely need to send hardware abroad for RSS testing.
Certification is separate. ISED's published list of recognized certification bodies covers bodies in Canada, the United States, Germany, Spain, the United Kingdom, the Netherlands, Austria and Singapore. Korean-based certification bodies do not currently appear on it, although the North American entity of at least one major Korean certification group does — recognition sits with the US entity rather than the Korean parent. So the file is usually tested in Korea and certified by that group's recognized entity or by whichever North American CB is handling the manufacturer's FCC programme.
Check any proposed CB against ISED's current list by entity name rather than by brand. Either way, the CB asks for the applicant's ISED Company Number and the Canadian Representative letter before issuing.
Wide model families under one certification number
Korean consumer-electronics and appliance makers certify some of the widest model families in this work: dozens of HVINs and marketing names under a single IC certification number, extended over years by permissive change.
The structure of the requirement suits that well. One IC certification number takes one representative letter however many models sit beneath it, and adding models later is a revision rather than a new appointment. What creates a second appointment is a second IC certification number, meaning a genuinely new certification rather than a variant of an existing one. The discipline worth keeping is a register of IC numbers against letter dates, because the failure mode in a large family is not paying twice; it is losing track of which certifications have a representative on file at all.

What we see from Korean applicants
Module makers. Korean Wi-Fi, Bluetooth and cellular module manufacturers supply integrators worldwide. The module maker needs a representative for each module certification it holds; the integrators downstream do not need one for that module. Module makers with several products usually settle them on one consolidated invoice. See RF modules.
Automotive tier-ones. Korean telematics and infotainment suppliers certify in their own names for vehicle programmes that run a decade or more. The supplier, not the automaker, needs the representative, and the appointment has to outlast the programme — which is a different question from what it costs. Group structures. Where a Korean group certifies through an overseas subsidiary — often in the United States or Vietnam — the applicant entity is the one that needs the representative. Tell us which entity will be named on the application before we draft the letter.

Payment and timing
Card via Stripe in USD is immediate; wires from Korean banks arrive in one to two banking days. We invoice in USD and provide the supplier documentation Korean procurement departments generally require. Ottawa is thirteen hours behind Seoul for most of the year, so an order placed during the Korean working day is handled overnight Korea time and the letter is normally waiting the next morning. Can a Korean certification body issue our ISED certificate?
Korean-based bodies do not currently appear on ISED's list of recognized certification bodies, though the North American entity of at least one Korean certification group does. Check the list by entity name. Testing at an ISED-recognized Korean laboratory is unaffected.
We certify dozens of models a year. Do we need a letter for each?
One letter per IC number, not per model. A wide family under a single IC number takes one letter. At volume, several certifications can go on a single invoice.
Our US subsidiary will be the applicant. Do we still need a representative?
Yes, if the applicant's address is in the United States rather than Canada. Section 4.1 turns on the applicant's company address, and a US address is outside Canada.
The vehicle programme runs twelve years. Does the appointment cover that?
It has to run as long as the product is offered on the Canadian market, and that is exactly how the appointment is written. The US$499 fee is paid once and there is no renewal date to miss.
Do you provide Korean-language documents?
We correspond and issue in English, because the ISED application and the letter are English documents. Korean-language enquiries are welcome.
A module family grows through the year. Is each addition billed?
No. Adding models or HVINs under an existing IC number is a revision, and revisions are free with no time limit and no limit on how many. Korean module makers typically add to a family for years after the original certification, and the appointment absorbs that. A new IC certification number is a separate certification at US$499.
