Canadian Representative for manufacturers in Turkey
Turkey's position differs from the EU markets in a way worth knowing before you plan a Canadian filing. Canada's published list of telecommunications mutual recognition agreements and arrangements does not include Turkey, and ISED's lists carry no recognized Turkish certification body and no recognized Turkish test laboratory. So a Turkish file is tested at a recognized laboratory abroad and certified by a recognized body abroad — most commonly in North America. RSP-100 section 4.1 applies as it does everywhere: an applicant whose company address is outside Canada appoints a Canadian Representative before the IC number is issued.
How certification runs from Turkey
Canada's agreements and arrangements cover APEC, CITEL, the European Community, the United Kingdom, Switzerland, the EFTA states of Iceland, Liechtenstein and Norway, Mexico and Israel. Turkey is not among them, and no Turkish entity appears on either of ISED's conformity-assessment lists.
In practice that makes the route simpler to describe rather than harder to run: the file goes to a recognized laboratory and a recognized certification body outside Turkey. For a manufacturer already certifying for the United States, the natural path is to let the North American certification body handling the FCC file issue the ISED certificate from the same measurements — which is the same path most manufacturers anywhere take, MRA or not. Several European bodies are recognized as well.
What is worth checking early, rather than late, is that the laboratory producing your measurements is on ISED's current recognized list. A report from a laboratory that is not will not carry the filing, and discovering that after the testing is paid for is the expensive version of this problem. Recognitions carry expiry dates and are renewed on a rolling basis, so check the list as it stands today.
Canadian Representative, FCC agent, EU representative
Turkish manufacturers exporting broadly often hold several representative-type appointments at once, and they are not interchangeable.
- The EU authorised representative under the Radio Equipment Directive holds the EU declaration of conformity and technical documentation and answers to EU market surveillance authorities.
- The FCC US agent for service of process is a US requirement for FCC certification, with its own rules. We do not act as FCC agent; see FCC US agent versus ISED Canadian Representative.
- The ISED Canadian Representative answers ISED enquiries about one specific Canadian certification and provides audit samples at no charge to ISED, from an address in Canada.

Practical notes
Entity naming. Use the registered legal form exactly — A.Ş., Ltd. Şti. — as it will appear on the CB's application and in the trade registry. Where the registered name carries Turkish characters, confirm with your CB how it will be rendered on the application and keep the letter consistent with it.
Before you print. Canadian labelling is where a file adapted from an FCC submission usually slips: the manual's required notices must appear in English and in French under RSS-Gen section 9.3.1, and the Canadian RF exposure text from your RSS-102 evaluation is not satisfied by the FCC wording. Run nine checks before you print, or have us run them: label and manual review, US$249 per IC certification number.
Fee and timing. US$499 per certified product, paid once, for as long as the product is offered on the Canadian market. No renewal, no second invoice, revisions free with no time limit. Card through Stripe clears immediately; wires are accepted and the letter issues when funds arrive. We invoice in US dollars. Istanbul is eight hours ahead of Ottawa, so an order placed in the Turkish afternoon is normally issued the same Ottawa morning.
Audit samples. Shipped from Turkey to ISED's laboratory in Canada at the applicant's cost and documented as a regulatory sample; we coordinate, and a shipment from outside a customs union needs its paperwork done properly. See ISED audit samples.
Does Canada have a mutual recognition agreement with Turkey?
Not on ISED's published agreements and arrangements page, which lists APEC, CITEL, the European Community, the United Kingdom, Switzerland, Iceland, Liechtenstein and Norway, Mexico and Israel. Check the current page for its status.
Can a Turkish laboratory's test report be used for Canadian certification?
Only if that laboratory appears on ISED's recognized testing laboratory list, and there is currently no Turkish entry on it. Confirm the list before you book testing.
Which certification body should a Turkish manufacturer use?
A recognized one outside Turkey. Where an FCC programme is already running, the North American body handling that file can usually issue the ISED certificate from the same measurements.
Is our FCC US agent the same as the Canadian Representative?
No. Different country, different requirement, different rules. We act as Canadian Representative and do not act as FCC agent.
Does the representative have to be renewed each year?
No. The fee is paid once and the appointment continues for as long as the product is offered on the Canadian market. There is no renewal date and no second invoice.
