Canadian Representative for manufacturers in Ukraine

Canada's published list of telecommunications mutual recognition agreements and arrangements does not include Ukraine, and ISED's lists carry no recognized Ukrainian certification body and no recognized Ukrainian test laboratory. A Ukrainian file is therefore tested at a recognized laboratory abroad and certified by a recognized body abroad, most often in the European Union or North America. RSP-100 section 4.1 applies as everywhere: an applicant whose company address is outside Canada appoints a Canadian Representative, and the certification body asks for the letter before it issues the IC number.

How certification runs from Ukraine

Canada's agreements and arrangements cover APEC, CITEL, the European Community, the United Kingdom, Switzerland, the EFTA states of Iceland, Liechtenstein and Norway, Mexico and Israel. Ukraine is not among them, and no Ukrainian entity appears on either of ISED's conformity-assessment lists.

The route is therefore the same one most manufacturers outside North America take in any case: measurements at a recognized laboratory, certificate from a recognized body, both outside Ukraine. Poland, Germany and the Netherlands are the nearest EU options on the current lists; where an FCC programme is already running, the North American certification body handling that file can usually issue the ISED certificate from the same measurements.

Check that the laboratory producing your measurements is on ISED's current recognized list before the testing is booked. A report from a laboratory that is not recognized will not carry the filing. Recognitions carry expiry dates and are renewed on a rolling basis.

Canadian Representative versus the EU authorised representative

A Ukrainian manufacturer exporting to the EU holds an authorised representative there under the Radio Equipment Directive. That is a different role: it holds the EU declaration of conformity and technical documentation and answers to EU market surveillance authorities. The ISED Canadian Representative answers ISED enquiries about one specific Canadian certification and provides audit samples at no charge to ISED, from an address in Canada, and holds no part of your technical file.

Practical notes

Entity naming. Use the registered legal form exactly — TOV, PrAT, AT — as it will appear on the certification body's application. Where the registered name is in Cyrillic, agree the transliteration with your CB first and keep the representative letter identical to it; a letter that does not match the applicant name on the application will be returned.

Correspondence and shipping. We work by email and the letter is issued as a signed PDF, so nothing in the appointment itself depends on post. Audit samples do have to travel physically to ISED's laboratory in Canada, at the applicant's cost; where routing or timing is difficult, tell us early and we will coordinate with ISED rather than leave a request unanswered. Before you print. The Canadian manual's required notices must appear in English and in French under RSS-Gen section 9.3.1, and the Canadian RF exposure text from your RSS-102 evaluation is not satisfied by FCC wording. Run nine checks before you print, or have us run them: label and manual review, US$249 per IC certification number.

Fee and timing. US$499 per certified product, paid once, for as long as the product is offered on the Canadian market. No renewal, no second invoice, revisions free with no time limit. Card through Stripe clears immediately; wires are accepted and the letter issues when funds arrive. We invoice in US dollars. Kyiv is seven hours ahead of Ottawa, so an order placed in the Ukrainian afternoon is normally issued the same Ottawa morning.

Does Canada have a mutual recognition agreement with Ukraine for telecommunications equipment?

Not on ISED's published agreements and arrangements page. It lists APEC, CITEL, the European Community, the United Kingdom, Switzerland, Iceland, Liechtenstein and Norway, Mexico and Israel. Check the current page for its status.

Can a Ukrainian laboratory's test report be used for Canadian certification?

Only if that laboratory is on ISED's recognized testing laboratory list, and there is currently no Ukrainian entry. Confirm the list before booking testing.

Which certification body should a Ukrainian manufacturer use?

A recognized body outside Ukraine — in the EU or North America. Where an FCC file is already running, the same body can often issue the ISED certificate from the same measurements.

Our company name is registered in Cyrillic. What goes on the letter?

Whatever the certification body puts on the ISED application. Agree the transliteration with your CB first; the representative letter has to match the applicant name exactly.

Does the appointment need renewing?

No. The fee is paid once and the appointment continues for as long as the product is offered on the Canadian market.
