Smart home devices: ISED certification and the Canadian Representative

What is specific to this category

Multiple radios in one product. A hub with Wi-Fi, Bluetooth LE, Zigbee and Thread may carry several certifications or one combined certification, depending on how the radios are implemented. Each IC certification number needs its own representative letter; a product using three certified modules from three vendors needs none of its own for those modules, but needs one for any certification it holds itself. Sort this out with the CB before ordering letters. See one representative letter per IC ID.

Modular approval is the norm. Most smart home products integrate a certified Wi-Fi/BLE module. Under RSP-100 section 8, the host can rely on the module's certification if the integration conditions are met, and no new certification (and no new representative letter) is required for the host. The module maker, if outside Canada, is the one who needs a representative for the module's IC number. Where the host adds its own radio, or the integration falls outside the module grant's conditions, the host needs its own certification and its own letter.

Family certifications and colour variants. Consumer products ship in many SKUs. CBs generally accept variants that differ only in enclosure, colour or non-radio features under one certification with multiple model numbers. One letter covers them all; when models are added by permissive change, ask for a reissue listing them.

Refresh cycles and lead times. Retail launch dates do not move for a missing letter. Order the letter when the application is filed, not when the CB asks. We issue the same business day.

Bilingual user notices. RSS-Gen requires the licence-exempt notices and RF exposure statements in English and French in the manual or packaging. This is the item most often flagged on consumer products from outside Canada; it is not the representative's job, but a late manual revision delays the certificate just as surely.

Typical certification path

Lab tests to RSS-247 (and RSS-210 if sub-GHz), RSS-102 exposure evaluation (often an exemption calculation for low-power devices, SAR for body-worn or handheld), RSS-Gen general requirements. Combined with FCC Part 15 testing almost always; see from FCC to ISED. CB issues the IC certification number; product is listed in the REL; labels and manual updated.
